- designs systems that appropriately address privacy issues.

- can provide important historical examples of technology’s impact on individuals, organizations, and society but has difficulty identifying potential positive or negative impacts of an emerging technology.
- demonstrates an understanding of privacy issues but has some difficulty designing systems that appropriately address those issues.

- cannot identify potential positive or negative impacts of an emerging technology on individuals, organizations, and society or provide significant historical examples of technology’s impact on individuals, organizations, and society.
